Firstly, if I lived in that town with a person letting their vicious dogs roam about freely like that, I would avoid being within 30 feet of that house. If I had to pass by the place to get to somewhere, I would find another route. As someone who has had the displeasure of getting bit by a big, vicious dog before, I know how severe it can be. I'd try to give him the idea of investing in an electric fence. It's pretty fucking stupid to breed killer dogs in a neighborhood with children and other people closeby without some kind of safeguard against the dogs doing some real harm. There's no reason that I can think of that they should be free to run around, anyway.
Even though I'm not a big fan of the idea of an electric fence (I think it's a little inhumane to dogs), in this case it would be a necessity. I'd try to talk with him about the risks the dogs pose by being outside, and the idea of getting one.
