RMA it, it sounds as if you may have gotten a broken one so take it back.
Also I know you said you have disabled the onboard GPU, but make sure you also set the primary display adapter as Pci-e in the bios. And of course make sure the card is seated properly and that if it requires an additional power input make sure that is connected properly too. Out of curiosity I know the screen is blank and you can't see anything, but is the computer booting up into Windows? You can usually tell if the hardrive light is showing activity. But I think that you have gotten a damaged card, its happened to me in the past so I suggest returning it. Jam it back in, in the dark.
