It may not be up to him. Likely Hasbro has the rights to it.
Cellius IS a composer with a lot of film credits, but it doesn't seem like his IMDB page (if the name you used to submit for the 2005 GFF Composition Contest was not an alias) has any reference to My Little Pony. I guess only the big kahuna, Dan Ingram, gets credit. There's nowhere I can't reach.
