It changes because of the jpg compression. Same with gif and PNG8. PNG24 uses more colors, so your original color choices are preserved.
I don't think there's any way to have jpg save your original color choices. I just did a test of both saving methods using the maximum setting (lowest level of compression) and both yielded the same color after saving (141A4E) How ya doing, buddy? |

 256 colors, adaptive color palette. It's not really that bad. Not as good as the png, but...well you gotta take what you can get with gifs. There's nowhere I can't reach.
