It seems to me that they've realised that they have stumbled on a goldmine of selling accessories with the organisation 13 thing. Hairstyles and weapon-shaped key rings are pretty much what it's about.
The story plays out like just about any other japanese narrative ever. Somebody is going back to their own dimension for some reason, even if it was never explained or mentioned before.
