Open the control panel, open the user accounts pane, try turning user account control off. Or on, if it's already off. Does that change anything?

Have you tried seeing if the installers run from within safe mode?
Also, fire up task manager, have a gander at the "processes" pane, and see if there's anything there that shouldn't be there. There's nowhere I can't reach. |
