Sorry for the late reply BUT:
I have a suggestion: The Sweet Hereafter by Russell Banks. It is a story told from several different perspectives about the reaction of a small-town community after a school bus accident murders nearly all of the children residing in the town. It has point of views from an attorney, the bus driver herself, one of the fathers, and one of the girls injured. The book focuses a lot on who people try to put the blame on and why, and I think it could really contribute to the whole 'justice,' 'fair or unfair,' and 'guilt' aspect of the subject matter.
We read it as an extra credit opportunity this year (11th grade) but it was originally going to be part of the curriculum. It's split into five or six chapters over the course of 276 pages. It's a very fast read, nonetheless.
