As more time goes by the European Union looks like another failed attempt at a Holy Roman Empire. It'll end when the marriage of convenience between German economic power and French political power breaks down.

They still love each other. They just want to live separate.

There wasn't such a casual disregard for the popular will or the concerns of the minority political parties. Much less a disturbing unwillingness to compromise in the formation of the US Constitution; since a lot of our amendments (bill of rights) were demands made by individual states, or in the expansion of the Union. The last time a country/territory tried to become a state of the American Union it was rejected by a popular referendum in Puerto Rico.

The Soviet Union comparison is more then adequate in that regard. I don't think legal technicalities have anything to do with it.
