Best:
I would have to agree with Disgaea and Persona 3. The voice actors for both games fit their character extremely well.
Star Fox 64: Personally, the voices seem to fit pretty well in this game. Slippy's voice portrayed him perfectly. Just showed how annoying he was in-game. Otherwise, Falco's cocky attitude was there, Fox's commanding leader voice was well done, and Peppy's "Do a Barrel Roll" fit well. Among other characters, the voice acting was great for this game.
Gears of War: Just completely badass voice acting. Everything about it supported their characters macho attitudes... Even the Japanese Version did particularly well.
Worst:
Magna Carta: Tears of Blood - Voices were horribly misplaced on characters and they just didn't seem to fit the character they were portraying at all. I can't remember distinct characters since I didn't play the game too long. Not only did the voices bring down my experience, it was the slow and horrible gameplay that went with it.
