As far as vicious dogs that are unleashed? Throw out good ol' self-defense.

Like in the case of the first story. Someone on foot can carry around a weapon for self-defense, whether they planned on doing something about the dogs in the first place. Gun or no, there are tricks you can pull to get the drop on a dog. Sounds cold, but I'd do this for certain if I was in this case and was raising a child in the area.

Besides, if he brings up a suit against the person for killing his dog in self defense, you can pin several things on him. Lack of leash may not be a problem in said city, but he did breed killer dogs. Self defense sounds quite valid in that instance. "HE KILLED MY DOGS. THEY WERE INNOCENT."

Or, like in the original post, poison some meat with something and throw it on the yard/region they patrol. Dogs have a sixth sense that tells them what's good and what's bad to eat. But sometimes it's rather hit-or-miss if'n ya get my drift. Hell, a collie we had up until I was 5 or 6 died by poisoning.

Of course, I'm quite the brute. I've killed more than a few wild animals. I'd have noooo qualms killing some dangerous mutts raised by a reckless owner.
