Yes, but it doesn't block outgoing traffic. This isn't too much of a concern unless you don't want a hacker using a program to send data from your PC to theirs (get ZoneAlarm instead).
Fuuny thing: Since I got the internet (a few weeks back), I haven't had a SINGLE virus.
If you run Firefox, I HIGHLY suggest you follow these instructions. I very rarely get popups with G.Filterset and Adblock running.

Jam it back in, in the dark.

As long as you get your downloads from a credible source viruses should never appear, when I downloaded files from the library (10GB+ over six years) I never got a single virus. For all those less than savvy users out there: never run programs from a website you can't trust (unless you scan it first)!

Most of the programs mentioned above can be found on various bittorrent sites, and while I am not advocating this, it is a good to know if you are frustrated with the limitations of the software's free versions.

I use AVG Anvtivirus, Spybot S&D with Teatimer, Ad-Aware, ZoneAlarm Pro firewall and occasionally hijackthis. Good combination, if I say so myself.
Just get the legal free version of Zone Alarm. I'm pretty sure AVG Free and Spybot do the things Zone Alarm Pro does better for free. I have yet to get any viruses/spyware/hacker incidents since I got Zone Alarm/AVG Free/Ad-Aware 1.06. Also I have 128MB of RAM and all three programs don't impact RAM usage that much, even when game.

This thing is sticky, and I don't like it. I don't appreciate it.
