I don't think computer hardware has any differences regarding voltages to begin with, you can just take a computer from the usa, change the power unit to a 220 one and it'll work fine in Europe.

Exactly. As long as the computer starts up, everything that connects to it will have the proper voltage. If it didn't USB would be a very incorrect title.
