When I was 15 in North Carolina, you could take a huge written test (like 300 questions) on a weekend, and if you passed that, you only had to take 3 days of driver's ed. The driver's ed was nothing but getting in the car and driving around town.
It was very confusing at first, because I had never driven before, and suddenly, I'm behind the wheel and the instructor is telling me to head out on the highway. That's right, no time on the driving range, just straight into traffic. I did alright (except for that one time where I confused the gas with the brake), but it's amazing they didn't have more accidents. Maybe they did, since the test is no longer an option, and everyone has to take driver's ed.
Jam it back in, in the dark.
