That's not a rumor; it used to be company policy that they could do that. Now they supposedly don't, but who knows. As for the gutting, it's supposedly some sort of archaic anti-theft system.

Over here they just put empty boxes on the shelves and keep the game disc and manuals all behind the counter. Makes shoplifting pretty fucking pointless.
Also, with the more popular games they often have a store copy which they'll sell second hand a week or so later. I've picked up quite a few games second hand a week after release this way (That and easy achievement point whores who buy games, run through the easy achievements then sell them back, a practice I will never understand, why not just rent them if you're sad enough to give that much of a fuck about your achievement point score?).
GAME are actually having a pretty decent pay-day sale at the moment on their web-store, most notably selling Bangai-O Spirits for £8...
