Sounds like the article might be a bit biased.... but if the city really isn't offering any alternatives and enforcing a law that directly leads to starvation, I'd call that immoral.
Also, it seems to me like it would be illegal. The park is public... why can't you give food to people? Have homeless people become animals? edit: i'm dyslexic... fixed. Jam it back in, in the dark.
