Of course, before this, do all the normal software checks (spyware, etc).

When cleaning fans, I suggest not only removing the dust, but removing the little sticker on the back carefully. Sewing oil works wonders to re-lube the insides. In fact, some CPUs will slow down to prevent overheating if the fault may lie with the fan. Being old, this is a very possible center of your problem.
