In order for the Japanese to take action against North Korea, wouldn't they have to change Chapter II Article 9 of the Japanese Constitution: Japanese Constitution
I don't think Japan would risk it. They might try to talk President Bush into sending a diplomat to have a one-on-one conversation, but I think they would hold out for as long as they can.
