Can't move Icons o.O

I am running Windows XP, and I am having a problem. I can't move any icons or drag my icons in to another folder. But I can drag this to recycling bin. Any help? (Yes, my PC is clean.)

Jam it back in, in the dark.

Its both T_T. Do you think I should run the revocery disk? (If I do, do I need to format? Or do I just run it?)

There's nowhere I can't reach.
