It doesn't really matter, depending on two things. First, if it's japanese, there shouldn't be characters using any english whatsoever. I'd like to point out Sonic X here, which has ridiculous sentences like "Nomi miko no setsu ko, no desu wa mudamuda. Okray! No problurm!" or "Watashi wa deku nahi moshi that's cool, my love for you uchi ichi dichi doo" which is just fucking retarded.
I don't care if it's in english, unless it's apparent that the characters would sound better if they hadn't opened their mouthes in the first place. Like, Naruto.
