Having it work and having it work well are two different things. He won't be able to multitask very well with Firefox, music, downloading and another program or two open with a basic Dell. He probably also wants something that will be able to run Vista decently for when XP stops getting support (and really, XP is a piece of shit anyway).
I'm thinking he needs 1 GB ram and a decent sized HDD. A dual layer DVD burner would be good, and they're not too expensive. He probably only needs a basic graphics card, but I always recommend to avoid integrated graphics - especially if you want to be Vista friendly. Wireless is a must. Battery life probably doesn't matter too much. A nice 15 inch widescreen seems like a good size.
I don't know much about laptop processors though. Intel Duo Core or AMD something or other? I know nothing about laptop processors, so I won't be making any recommendations there.
Also, I'm guessing that Newegg.com is the best place to buy laptops? Can't you almost always find cheaper and better stuff than Dell there?
