I'm sure that a fire alarm going off in a public building - when it shouldn't be going off - is illegal. You could probably get it fixed pretty quickly with a call to the right people. I'm not sure who it would be. Presumably whatever organization deals with the fire safety of buildings. And you live in Amuricca, your complaining about it will be a critical hit; super effective.
