I find it that although I don't understand the lyrics, a lot of anime/j-pop music still uses the vocals as an instrument, so that it matches the pitch/volume of the rest of the instruments and blends in more. A lot of 80s/90s stuff used to be like that, but its kind of died off now.
Eurobeat stuff is similar to that as well, especially some in particular. I tend to listen to music as a whole rather than just the lyrics, and since they blend in with the rest it means I can do other things while I listen to it without taking my attention away from what I'm doing.
