This is normal for Vista and it actually is because of background indexing. You actually want to leave this on in Vista as it does greatly improve OS disk access as the indexing service in Vista extends to a whole lot more than just desktop searching. I wouldn't worry about it if you aren't noticing any slowdown as its doing what it was designed to do. A new PC with Vista will do this a lot more at the start, and you will also see this kind of activity whenever you make major changes to the hard drive file structure by say installing and/or deleting a few large programs.
It was a terrible decision on Microsoft's part for laptops though. Nothing drains a battery faster than constantly high CPU and disk activity.
