If I were you, I'd call the cops, let them deal with it. It'll probably get towed. Serves the dumb bastards right for just leaving it there. Better than being stolen at least.
Or you could just steal the sumbitch and go joyriding until it runs out of gas. Also a good way to teach a lesson.
EDIT: For the local police (not 911) look in the phone book (please tell me you have one. If not, you can either borrow one from a neghbor, run to the nearest payphone for one, or call a friend and have them look up the number) under Law Enforcement, I think.
