This is probably wrong, but that picture reminds me of the crazy policewoman from Full Metal Panic (I can't seem to remember her name). It would also fit somewhere in between that timeline you suggested.

Well it may have just been easy for me, and I say this because 99% of the screencaps I've seen posted have been completely foreign to me. So yeah, I just got lucky, mostly.

The only thing I can think of (the one that is probably the most obvious) is Transformers, although I don't remember anyone morphing into what looks like a plane. But then again, my memory only goes back so many years.
