I wouldn't be surprised if StarCraft 2's been in development for a pretty long time now. There are have been various signs here and there over the years and this is just another one.
I doubt we'll get an announcement any time soon though, as I expect them to announce Diablo 3 first and put all their marketing behind that one. Jam it back in, in the dark.
