For that task, I'd say PSP (Paint Shop Pro) and Photoshop are equals. It's a basic cutout/copy/paste job. I use PSP7 extensively, especially for basic manipulation as it's far more lightweight than Photoshop. However, Photoshop can do some more advanced enhancements if you're looking for that. Take an hour just to experiment, in either program, and it'll go a long way.
