Errr, no. Whatever amount of work is required to bring this remake kicking and screaming onto the next generation consoles, it would be a lot less than creating a whole new sequel (i.e. FFXIII) to the franchise because the music, character designs, story and overall game design in general could be re-used (with a little tweaking). The majority of effort would be the graphics and cut scenes which, however, would be the same case for FFXIII. If I was the head of SE then I would insist on the next project being a FFVII remake, because the demand is there for it. You know it makes financial sense...
