The next president can't be Joe Blow. There are credentials and restrictions to run for the presidency.
If Joe Blow is a natural born citizen, at least 35 years old and has been a resident in the United States for 14 years, Joe Blow can be president.

You're asking why a republic elects its head of state. It's just how the system works. Someone has to decide who does the job, and since there's no higher office, you don't have a higher-up appoint one.

No, he entered the Senate as a living being, then was merely grandfathered in as a zombie.

Because again, there are no laws specifically prohibiting a zombie from seeking re-election.
About this, is there something inherent in long-held jobs that makes it possible to continue holding them as a zombie? In Thurmond's case, he held his Senate seat for the longest time, then dropped dead soon after his final term ended; presumably whatever was keeping him from truly dying was cancelled at that point. (See also: Robert Byrd, Bear Bryant.)

This thing is sticky, and I don't like it. I don't appreciate it.
