Look, you can't create data that isn't there in a raster image. The end.

Besides, you're totally mixing up terms. If you resize up with default settings, you'll end up with a BLURRY MESS, not a pixelated one. If anything, zooming on the pixels is what gives you a blocky, pixelated view.

Jam it back in, in the dark.

Nearest Neighbor is what resizes pixels one to one (assuming you're resizing to a multiple of the original image size). The ones that blend are bilinear, bicubic, or other blending methods.
