Mac OS X has a built-in FTP server, but configuring it appropriately is kind of annoying. I'd suggest the excellent PureFTPd, which gives you a lot more control over accounts, access, bandwidth limitations, and doesn't require that you make a bunch of new OS X users for your FTP. You'll still need to configure your router appropriately, assuming you have one.
As for an FTP client, I'd suggest you get Transmit, from Panic Software. WAY better than that CyberDuck nonsense. In fact, it's probably my favorite FTP client on any platform ever. Jam it back in, in the dark.
