Some DVDs have a region changer function, but it usually lasts for 5 changes only. After that it locks up and you can never do it again.

Jam it back in, in the dark.

You can always get a util or firmware that's region free (like AnyDVD, just crack the thing and you'll be able to play DVDs from anywhere). Also there are ways to reset the Windows/DVD-ROM region change count.
But these ways involve the possibility of bricking your DVD, so I guess they shouldn't be used unless necessary.

It won't be easy to use a utility that can't be downloaded, so everyone is safe.
