I find hotness and prettiness determined by personality as well as looks. As alice pointed out, one can change their looks pretty easily to make themselves look "hot" simply by wearing more revealing clothes, etc. Personality goes a long way for making a girl appear hot though. Especially concerning her level of openness talking about certain subjects like sex or boyfriends (or girlfriends :-O). Bashful girls aren't hot even if they're wearing skimpy clothing; they're still bashful.

On a different note, I've met quite a few girls who, while mildly cute, decide to run around calling each other hot bitches (and I don't think it's sarcasm). It kind of disturbs me. People calling themselves "hot" when they're 40+ pounds overweight tells me that they're too lazy to diet or exercise but still like pretending in their heads that they're the same general level of attractiveness as someone not overweight. Silly self-deception.
