Vitamin D is also a key component in the bodies production of immunosuppressional agents that actually *prevent* the growth of tumors. What I took from the article was that people need to find the correct balance of sunlight exposure: enough that pacify the spread of cancer-causing agents, but not so much that UV radiation actually overwhelms their system. I wouldn't rule out sunscreen entirely, since I'd imagine the scenario this article is referring to is putting enough on you to completely seal off any contact with the sun, which is probably more that the average person applies at any given time.
The debate, like you said, still rages, though. With so many positive and negative factors in sunlight working against each other, it's difficult to reach a clear conclusion on just how much we need. Of course, you could just stay inside and drink lots and lots of milk.
