This is something from Studio 4°C, I can tell from some of the pixels.

Seriously though it looks like it's that Noiseman thing. It was pretty bad; I think I feel asleep when I watched it, I'm not sure. To be honest I've tried to watch some of their trademark 'weird' works like Mind Game and some of the other OVAs, and I haven't enjoyed any of them. They're not 'funny weird', they're not 'cool weird', they're not 'meaningful wierd', just 'boring and ugly weird.'

It can't be Chrono Crusade because that one wasn't widescreen (and neither was My-Hime/Otome.) Besides, Acer already said it takes place in the future. :P

The only thing I can think of when I see those green eyes is Fate/stay night, though I haven't seen it so I don't know if it's in the future or not.

I'm guessing Galaxy Express 999. Looks like it could be Maetel's hair/coat at the top of the picture. Plus the character looks vertically elongated, Matsumoto style.

Looks like it could be Puss 'n Boots. That elephant is on the DVD cover and below it there looks to be a tiny character wearing a musketeer hat, perhaps the cat who would become the logo for Toei Animation.
