You fill a form, pay some taxes and wait, if they drawn your number, you are contacted and asked to show on your nearest american embassy, and there they will interview you as if you were applying for a VISA, if you pass, you'll get sorta of an american citizinship trial, were you can come and go for a couple of years, after this period, you'll be interviewed again to know about your status, if it all checks, you'll become a full fledge citizen.
There is a FAQ explaining that on the page somewhere, and the taxes are kinda abusive for foreigners, it's like, 100 USD's for the application alone, 250 for the first interview and you gotta pay all the paperwork.
As far of legality, I assume this is sponsored by the American Government, but, you would be safer going to the embassy instead IMO, But thats because I'm kinda paranoid.
