I wouldn't exactly call this show a "Live Action Anime", though many superhero type shows in Japan invoke the manga influence of Shotaro Ishinomori. The fighting is about the only reason I watched it, personally. Though there were a handful of episodes that worked really well as stand-alone pieces.
You can see the difference in budget between GARO and other similar shows. The creator of "Zeiram" is actually the creator of this series, if I recall correctly. The idea was to have a darker tokusatsu type program, as opposed to the typical Kamen Rider/Ultraman/Super Sentai approaches commonly seen.
The plot of an episode typically revolves around a person who has a desire or personality flaw that is exploited after they come into contact with beings called "Horrors", with the sub-plot of Kouga/Garo's relationship with the girl he saves in the first episode. Other sub-plots will obviously emerge as the show goes on. I give it a hearty recommendation, if only to watch the awesome fights.
