I'll usually have an iPod or a DS with me if I know I'll be waiting for a while. On the occasion that I don't have either one, I'll just stare into blank space and just think about random stuff (e.g. planning out my schedule for next week, what should I do for this person, whatever's happening in life currently, whatever).
