It may not be equal to the actual pre-orders, but it is enough for what they mail off to the companies as pre-orders (which may screw over people who pre-ordered after that happened).
The thing that you have to keep in mind is that although they arrive at the same time they necessarily may not arrive in the same box. Depending on the time of day that they get their shipments (and the mood the workers are in) they may or may not want to bother going through the boxes to find stuff.
There's also this clever little invention called the drawer. For the most part employees are allowed to cram whatever they want into their drawer. I know some people who stuck a few of the coins into their drawer and turned around and told people coming in with their receipts that they ran out of coins.
