Uh, it does mean something. It means that he's actually Commander in Chief of the US military. It doesn't mean that he has to micromanage nuclear weapons transportation and be informed on it 24/7, round the clock and on the minute.

It's because one would naturally assume that operators on the ground have enough common sense to disarm a nuclear weapon before transport.
