They literally can't not pay him. The district has to go through an Everest-sized amount of paperwork in order to fire this guy, thanks in huge part to federal entitlements and the Teacher's Union.

For good measure here's the flow chart detailing the necessary steps required to fire an inept teacher in New York.

I thought that since the AFT represents public teachers, the benefits they bargain for extend to all government employees in education.

I'm probably wrong, and if so, the reason it's hard to get rid of this principal is because of State labor protection, and not the AFT.
