Probably not, but I'll take a stab at it and say that it's Prince of Tennis. Tanaka Youhei, from a rival team of Jyosei Shonan, perhaps?

I could be totally wrong (and I think I am), but the vehicle on the right makes me think of 'Blood: The last Vampire', the movie... the scene where she's in a garage.

I dont think so though, it doesnt seem dark enough. :-\

Ah well... something like this screenshot probably would have been better for the last one, with the tattoo to give it away.

Anyways, its Kai Doh Maru, a short anime movie that was actually released in the states in 2003 by Manga Video. I have to admit, I'd REALLY surprised no one got this one.

I don't have anymore screen caps available to me right now, someone else can take over.
