He means he wants to be able to move his open windows off the edge of the screen.
I don't think it's possible, you can move windows off the left, right and bottom parts of the screen, but I don't think moving them off the top is a viable option as there would be no way to bring them back down again, as their title bar is off screen. Jam it back in, in the dark.
