He means he wants to be able to move his open windows off the edge of the screen.

I don't think it's possible, you can move windows off the left, right and bottom parts of the screen, but I don't think moving them off the top is a viable option as there would be no way to bring them back down again, as their title bar is off screen.

Jam it back in, in the dark.

Why anyone would want to have this restriction is beyond me, though. If you manage to "lose" a windows off screen, move it back to your desktop with ALT+SPACE+Move (navigate with arrow keys and press RETURN to place the window).
