I don't think that article states anything new. It's the same rumour, being debated over and over, but yet with no concrete proof whatsoever of its legitimacy.
And, in all honesty, I strongly believe XII's battle system to be discordant with the setting and pacing of this installment. If they ever make up their mind on the matter, I don't think they'll opt for that route.
