I think Capcom just has a big barrel they spin at the office, with like a thousand tickets in it. Each one has the name of a game they've already made, then they port it to Wii. Doesn't matter if nobody wants it (Resident Evil 0) or it makes no real sense (this), THE BARREL IS EVERYTHING. Jam it back in, in the dark.
