The option for enabling the disk write cache is present in Windows 2000. Just go into your device manager, right click on the drive (expand "Disk Drives) and the hit the "Disk Properties" tab. The radio button should be there.
And I have found that disabling this for external storage is always a good idea, as one can never be too careful about accidentally unplugging the device. In your case though, it may prove to be a workaround to the problem.
