Judging from the bones that look like they are apart of the stairs, it brings a post-apocalyptic war thought to me, so I can't really guess much better than Fist of the North Star.

I would probably have to guess City Hunter too, but it looks older than that so I'm gonna throw another guess and say its maybe from one of the Original Dirty Pair films.

I was going to say Slayers too, but if its not that then my guess is its either from Gokudo or Those Who Hunt Elves.
