I tend to go for used games since I usually don't have the budget to always buy new and I can wait for some games to come down in price. However, if its something I must have, like "Resident Evil 4", then I buy it as soon as I can get my hands on it, regardless of new or used. Of course, I do run into the situation where I have scratched discs or (and I really hate this) no instruction manual or missing/mangled pages (maybe I'm weird but I like reading the instruction manuals that come with games).
I do buy used consoles as well. I haven't run into any major problems (yet). Jam it back in, in the dark.
