It's coming with Half-Life 2: Episode 2 and Team Fortress 2. Apparently, it's also set in the Half-Life universe.
But to get to the point, it looks awesome. While Prey made nice use of portals, this will take full advantage of the concept, and should provide for lots of excellent (and hilarious) moments. Jam it back in, in the dark.
