I would take the laptop and the cell phone charger. I have a cell phone on my at all times whenever I'm out of my room, and that may be a more reliable form of communication than the internet since none of my family members ever really chat or anything. And how do you call for police or help online? Forums? Maybe chatting with your friend may do the trick, but it would be more urgent if you did so yourself.
I guess the frozen dinners are probably still edible when thawed out, and the temperature is really cold! In that case I may forego the charger for the heater since it would suck to be stuck in 40 degree temperature.
So laptop and heater for me. Sorry cell phone.
